ANNUAL REPORT TO RESIDENTS
The City has again waived Homeowner Association gatherings through July 31, 2021.
Our Annual HOA meeting is registered with the City to be held in April each year.
We have prepared the summary below
to provide information we would usually present at our annual meeting

Election of a Director
Without a meeting to elect Directors, we propose that the current Directors continue to serve until next year. At that time, we will revert to the election schedule that would have taken place at our 2020 Annual meeting.
Financial Report (Please see the 2020 Financial Summary and 2021 budget which are enclosed).
The budget for security coverage was increased due to a rate increase. The board will be revisiting the security service schedule and costs during the next board meeting.
Attorney expenses are expected to be minimal this year due to full dues payment by all residents. Thank You!
The HOA donated $100 to APDs Chaplains Fund for a needy family during the holidays.
The board voted to continue with deficit spending in 2021. The objective is to reduce the balance in the reserve fund (treasury) at this time. The amount we carry in the reserve fund is based on the subdivison history of capital improvements and the desire to avoid special assessments.
The spend plan for 2021 permitted all residents to benefit this year from the reduced dues amount we first introduced 4 years ago. The board determines the dues amount each year and the dues will normally be based on achieving a balanced budget.
The prior increase in the reserve fund balance was the result of two mid-year cancellations of security services several years ago due to unavoidable circumstances. In those years, the dues collected exceeded the expenses for the year.
Architecture and Landscaping
Remember that all improvements/modifications to structures and landscaping must be approved by the Board before work begins. There are mandatory restrictions throughout the neighborhood due to the subdivision drainage plan, PNM easements, and flood wall access, in addition to the covenant restrictions.
The HOA contract with our landscape company includes maintenance at the entrance and in the common areas. It includes mowing, trimming, fertilizing, and spot weed control. We have requested minor tree pruning in the common area this spring and have needed some irrigation system repairs.
Weed and debris cleanup outside the perimeter wall on Eubank and San Antonio is covered by the budget for additonal grounds maintenance and is done at our request. If you should receive a notice from the City to clean up weeds outside the subdivision, please let us know promptly.
Neighborhood Events
The Events Planning Committee willl be planning for our neighborhood July 4th Parade, Back-to-School BBQ, and New Years Eve Progressive Party. We are hoping the COVID restrictions will be relaxed by the time of those events.

The book club meets every 1-2 months to share great books and fun!
Security and Safety in the Neighborhood
Our security service provides online reports following each patrol period. There were 13 incident reports during night-time hours in the past 12 months; 7 simply noted on-street vehicle parking and one reported large debris in a yard. Two reports mentioned problems with area lighting. One report provided the plate number of a suspicious vehicle on Starshine Street and described the follow-up area inspection. Another reported an open gate and the inspection at that location. We received details of an EMT call on another occasion. No reports reflected criminal activity. Photographs are submitted with each reported incident.

PLEASE OBSERVE THE 25MPH SPEED LIMIT IN THE NEIGHBORHOOD! Also, the corner at the west end of City Lights Drive is a blind corner. Please approach that turn with caution.
Most accidents in our neighborhood have occurred near the entrance when stop signs were not observed. The turns are tight there and we ask that you make a full stop and look for others.
Please supervise children playing outside to be sure they do not play in the streets.
Concerns around the Neighborhood
Barking dogs are still the number one complaint by residents. See our website for solutions recommended by the City.
Please clean up the weeds in your yard and in the area between the sidewalk and the street.
Litter around the neighborhood is a problem at times. The landscape maintenance company takes care of only the designated areas. Please help by picking up litter you see and also pick up after your pets!
Trash and recycling receptacles should be stored out of sight on days when there is no pickup.
City ordinances state that these receptacles should not be at the curb more than 12 hours before the scheduled pickup time (7am).

Every homeowner is a member of the corporation
and the bylaws and covenants are our mutual contract.
The Board members are volunteers who handle official responsibilities for the corporation.
A volunteer board greatly reduces the costs of administration.

The Estates at Tanoan Homeowners Association Board Decisions
November 5th, 2021
The board has conducted business by alternate communication methods during 2021, primarily e-mail, as authorized in the bylaws. The City has renewed its advisory against neighborhood association meetings through December 31st, 2021.
---1. The board discussed, via private communications, two separate infractions of covenants in which modifications to properties were made without prior approval. The property owners were notified via official correspondence.
---------- The Board is considering additional actions in one of the cases.
---2. The security patrol schedule was adjusted on the 1st of July 2021, and a lower rate was negotiated for the remainder of the calendar year. Neighborhood patrols are scheduled as follows:
---------- Two separate 40-minute patrols Monday through Friday between the hours of 11pm and 5am
---------- Three separate 40-minute patrols Saturday and Sunday between the hours of 11pm and 5am
-------HOA board members review the patrol logs weekly to ensure patrols are completed as agreed upon.
---3. HOA board members reviewed and approved trimming the trees in the common area on City Lights Drive. This work was necessary as many of the trees no longer met the requirement for 14-foot clearance of branches that overhang public streets. This work was done in September 2021.
---4. The board has begun making inquiries to select a new attorney after the passing of our previous HOA attorney.
---5. The board approved an increase in annual dues for 2022 from $710 to $740 per year (a 4.22% increase). The 2022 budget is expected to show an end-of-year deficit. The reserve fund of the HOA is being reduced intentionally, in a gradual manner, in accordance with the plan approved in 2017.
---6. Kathy Darwin, Treasurer, has requested the Board address the specifics of the Reserve Account at the next Board meeting.
